Grind the bread into crumbs in a blender. Transfer to a bowl. Grind fish and parsley in a blender until they are coarsely minced. Add zest, salt, pepper and 2 tbsp. l. bread crumbs.
Heat olive oil in a frying pan and crush the garlic. Divide the minced meat into 4 parts and form balls, roll in the remaining breadcrumbs, giving them a flat shape.
Fry for 7 minutes over medium heat on both sides.
For salsa, grind chili (no seeds), tomatoes, green onions in a blender. Add salt, pepper and a little wine vinegar. Cut the cucumber and bell pepper into small cubes and add to the salsa. Add lime juice.
