Heat 1 tablespoon oil in a saucepan over medium heat. Add the finely chopped onion and the seeded and finely chopped poblano peppers. Cook for about 4 minutes.
Transfer the onion and pepper to a blender, add 2 cups of water and the leaves of cilantro and parsley. Season with salt and pepper. Chop until puree.
In the same saucepan, heat the remaining oil and add the rice. Stir lightly for a couple of minutes. Then stir in the puree, bring to a boil, cover, reduce heat and cook for 15-17 minutes until the rice is done.
Remove from heat and let sit for 5 minutes. Then beat the rice with a fork and add the chopped parsley and cilantro.
