Cut the ribs into 4-5 pieces and place in a bowl. Combine hoisin sauce, soy sauce, rice wine, minced garlic, 1 tablespoon oil, 2 tablespoons chopped green onions, and half a ginger. Fill in the ribs. Stir well and leave to marinate for 10 minutes.
Bring a large pot of water to a boil. Add rice and cook for 12 minutes, stirring occasionally. Drain the water.
Heat the remaining oil over medium heat. Remove warm oil from heat and add remaining chopped onion and ginger. Season with 0.25 teaspoon of salt. Add to rice and mix well.
Preheat the grill and lightly brush with oil. Remove the ribs from the marinade. Cook the ribs for 8-10 minutes on each side.
Pour the marinade into the skillet. If it is not very much, then add 4 tablespoons of water. Cook for 2 minutes, then add pak choy and mix well. Cook with the lid on for 1 to 2 minutes.
Serve the ribs with the rice and pak choi, drizzle with the marinade.
