Heat oil in a large skillet over medium heat. Season the chicken breasts with salt and season with 1 tablespoon of chili powder. Fry them in hot oil until golden brown, about 3 minutes on each side, and place on a plate. Add rice and onion to the remaining oil in the pan and fry for 4-5 minutes, stirring occasionally, until the rice becomes transparent. Add garlic and remaining chili powder and stir. Add broth and salt. Bring to a boil, reduce heat, cover and cook for 10 minutes.
Dice the chicken breasts and add to the rice. Add black beans there. Cover and cook for another 12 minutes. Remove from heat, sprinkle with chopped green onions and let stand, covered for another 5-10 minutes. Decorate with cilantro.
