Turn on the oven to preheat to 180 degrees. Place paper baskets into 18 cupcake liners.
In a large bowl, mix flour, cocoa powder, brown sugar, baking powder and salt. Stir and add water, oil, vinegar and vanilla, mix.
In another bowl, combine eggs, cream cheese, peanut butter and white sugar, mix with a mixer on medium speed. Add powdered sugar, beat until fluffy.
Put 1 teaspoon of chocolate dough into each mold, 1 teaspoon of peanut mass on top, repeat the layers. Sprinkle peanut and chocolate chips on top.
Put the molds in the preheated oven and bake the cupcakes for about 25-30 minutes, until done. Remove the finished products from the oven and let cool on the wire rack for 15 minutes, then remove the cupcakes from the molds and leave on the wire rack until completely cooled.
These cupcakes can be served warm or completely chilled.
