Season the minced meat with salt, spices, add bread crumbs, crushed garlic, finely chopped onion and knead. Form small meatballs with wet hands.
Put in a saucepan with hot oil and brown quickly on all sides. Remove with a slotted spoon.
Cut the pepper into strips, sauté in the same oil.
Put couscous in a baking dish, add browned pepper, smooth, pour over salted boiling water, stick koftesi on top. Cover the top with foil or baking paper.
Put in a preheated oven up to 200 C for 20 minutes. Remove the foil and bake for another 10 minutes. Sprinkle with cilantro when serving.
