Peel the shrimp from the shells, make a shallow incision along the back, remove the dark intestinal vein, helping yourself with a towel. Then cut the shrimp in half lengthwise.
Peel the bell peppers, cut across into thin circles. Peel and chop the garlic.
Heat oil in a large heavy-bottomed skillet, arrange the green onion feathers, trimming them to match the size of the skillet. Top with circles of pepper. Fry over medium heat for 5 minutes.
Place the squid and shrimp fillets on top of the pepper (do not stir!). Cook for 3 more minutes.
