Turn on the oven to preheat to 180 degrees. Line 12 muffin cups with paper rosettes.
In a large bowl, add flour, sugar, baking soda, baking powder and cocoa, mix. Add softened butter, eggs, sour cream and vanilla extract to this dry mixture, mix well.
Put the dough into prepared molds and put in a preheated oven for 25 minutes. Remove the muffins from the oven, let cool, and then remove from the molds.
Using an apple corer, cut out the center of each muffin and fill with jam.
To prepare the glaze, beat the powdered sugar with softened butter and vanilla extract. Using a pastry bag, spread the frosting over the jam muffins.
Sprinkle muffins with jam over chocolate chips and garnish with cherries.
