  1. Heat vegetable oil. Fry the peeled and finely diced onions on it until transparent.
  2. Peel the carrots, grate and fry with onions for 3 minutes.
  3. Add minced meat to vegetables.
  4. Fry the minced meat with vegetables until almost cooked, about 10 minutes over low heat.
  5. Add tomato paste to the minced meat. Mix. Simmer for 2 minutes.
  6. Add green peas to the meat. Mix. Simmer all together for 5-7 minutes.
  7. At the end of cooking, add salt, spices, herbs to taste.
  8. Transfer the minced meat with peas to a greased form with vegetable oil.
  9. Peel and wash the potatoes. Grate on a coarse grater.
  10. Place the potatoes in a mold on top of the meat, gently leveling.
  11. Salt to taste and sprinkle with spices and herbs
  12. Spread the mayonnaise evenly over the potatoes.
  13. Sprinkle the grated cheese on the casserole.
  14. Cook potato casserole with minced meat in an oven preheated to 190-200 degrees for 25-30 minutes.
