  1. Wash the potatoes with a brush and place in a wide saucepan of boiling salted water. Reduce heat to medium and cook until tender, 20 minutes. Drain the water, cool the potatoes slightly, and then peel. Cut into large wedges and leave to cool completely.
  2. Cut the beef into thin slices and then into wide strips. Chop green onions and dill thinly. Cut the pickled cucumbers into small cubes. Chop the capers.
  3. For dressing, mix mayonnaise, sour cream, vinegar and horseradish, add capers and pickled cucumbers, stir.
  4. Combine potatoes, beef and dill in a large bowl, top with dressing, season with salt and pepper. Cover and refrigerate for at least 1 hour. Sprinkle salad with green onions before serving.
