In a large bowl, combine flour, 1/3 cup brown sugar, baking powder, ground cinnamon, salt, ginger, and nutmeg. In another bowl, combine eggs, pumpkin puree, corn syrup, butter, vanilla extract and vegetable oil. Gradually add this mass to the dry mixture.
Grease muffin tins or line with paper rosettes. Fill molds 3/4 full with batter. Turn on the oven to preheat to 200 degrees.
In a small bowl, combine 1/2 cup brown sugar and cinnamon, then add 4 teaspoons butter and mix until crumbly. Sprinkle this mixture over the dough in the molds.
Place the molds in the preheated oven and bake the pumpkin muffins for about 15-20 minutes until a clean wooden stick.
Cool the finished muffins at room temperature for 5-10 minutes. Serve pumpkin muffins warm.
