  1. Pour rice into boiling salted water and boil until almost cooked. It is better to almost cook it, as in the future the rice will "ripen" together with the minced meat when stewing in a pan.
  2. Peel the onion and cut into small cubes. Heat vegetable oil in a large skillet. Add the onion and, stirring occasionally, brown for 3 minutes over medium heat.
  3. Wash carrots, peel and grate on a coarse grater. Add it to the skillet with the rice. While stirring, fry over low heat until the carrots are golden brown and soft.
  4. Put minced meat in a frying pan with vegetables. Stir with a spatula or fork to break up the lumps and fry until the color changes. After that, lightly fry over medium heat.
  5. Put tomato paste in rice with vegetables, pour in boiling water and mix thoroughly. Bring to a boil and simmer covered over low heat for 15-20 minutes.
  6. Remove the lid from the pan. Pour in the previously prepared rice, salt, pepper and simmer for another 8-10 minutes over medium heat. Serve on the table sprinkled with chopped herbs.
