Gut the mackerel and cook over low heat for 7-10 minutes. Then cool and disassemble into pieces, pulling out all the bones.
Chop onions and carrots, lightly fry in oil. Put the fried vegetables, tomatoes in a saucepan, pour in tomato juice, add salt, sugar and spices and cook for 10 minutes.
Add pieces of mackerel to the tomato marinade and simmer for 10 minutes, at the end pour in the vinegar. Arrange in clean jars, wrap up.
