Cut the meat into approximately 2½ cm cubes, onion and garlic in small pieces, carrots, peppers and celery in medium pieces.
Heat oil in a saucepan over medium heat. Cook the meat for 6-8 minutes and place on a plate.
In the same saucepan, fry the onions with carrots, celery, garlic, oregano and cilantro for 6-8 minutes.
Return the beef to the pot, cover with broth and add the tomatoes along with the juice. Bring to a boil and simmer over low heat, covered, for about 60 to 80 minutes.
Pour the washed lentils into the same saucepan and cook for another 15 minutes. Season with salt and pepper 5 minutes before cooking.
