  1. Combine the oatmeal with the buttermilk and let sit for 30 minutes. Place the rack in the middle position and preheat the oven to 200 degrees. Sprinkle 12-compartment muffin tin with cooking spray or line with paper inserts. Combine flour, baking powder, salt, baking soda, cinnamon and nutmeg.
  2. Spread the nuts evenly on a baking sheet. Bake until aromatic for about 5 minutes, shaking the baking sheet every few minutes. Place the nuts in a small bowl. (If you leave them on a hot baking sheet, they will continue to grill and may burn.) Add the lightly beaten eggs to the oatmeal mixture, one at a time, beating well after each addition. Beat with sugar and then butter.
  3. Stir with dry ingredients until smooth and gently mix with raisins and chopped nuts.
  4. Divide the dough evenly between the sections of the mold. Bake until the toothpick inserted in the center comes out clean, 13-18 minutes. Place the mold on a rack and let cool slightly, about 5 minutes, then use a knife to remove the muffins from the mold.
