Preheat oven to 175 degrees. Line a baking sheet with parchment paper and set aside. In a large bowl, stir together flour, sugar, salt, baking powder and cumin. Using a dough cutter, stir the chopped butter with the flour mixture until you have a crumb-like dough. Add the raisins and stir until they are evenly distributed throughout the dough.
In a small bowl, beat the buttermilk, egg and baking soda. Pour the cream mixture into the dough and stir with a fork until all the liquid is absorbed. Form the dough into a round loaf about 20 cm in diameter. Place the bread on a prepared baking sheet. In a small bowl, mix the egg yolk and cream together. Brush the bread with the egg mixture. Use a sharp knife to make a cruciform incision on the top of the bread.
Bake the bread in the oven, turning the pan halfway through cooking, until golden brown, about 70 minutes. A toothpick inserted into the center of the bread should come out clean. Remove the bread from the oven, place on a wire rack and let cool.
