In a large bowl, mix flour, baking soda, baking powder, cinnamon, nutmeg, cloves and salt. In another bowl, mix mashed potatoes, eggs and oil. Add sugar, mix well. Add the dry ingredients mixture to this mousse, then the nuts and raisins. Grease two heat-resistant forms with vegetable oil and put the dough in them.
Turn on the oven to preheat to 180 degrees. Put the forms with the dough in the oven and bake for 65-70 minutes, until a clean wooden stick. Remove the finished cupcakes from the oven and let cool in the molds for 10 minutes.
Meanwhile, prepare the glaze. In a bowl, mix the icing sugar, orange zest and enough juice to make a thick paste. Take cupcakes out of the molds, drizzle with icing and sprinkle with nuts.
