Meanwhile, heat the olive oil in a large skillet over medium heat. Pour the onion into the hot pan, fry, stirring occasionally, about 3-4 minutes. Add the garlic to the skillet, sprinkle with the curry powder and cumin, mix well, and sauté the onion until soft, about 2-3 minutes.
Add minced meat to the pan, fry until pink, 6-8 minutes. During frying, break the pieces of minced meat with the edge of a spoon.
Add sour cream, milk, 1/4 cup raisins and sugar to the mince mixture. Reduce heat and cook, stirring, for 2-3 minutes.
