Heat the oil and butter in a large deep skillet over medium-high heat. Pour garlic and bell pepper into the heated oil. Fry for about 30 seconds. Add tomato paste and wine. Cook, stirring occasionally, for about 10 minutes.
Meanwhile, boil the tagliatelle in salted water until tender, according to the instructions on the package. Throw the finished products in a colander, let the water drain and transfer the tagliatelle back to the saucepan in which they were cooked.
Add the shrimps to the pan and fry over medium heat, stirring for about 2 minutes, until the shrimps are pink. Reduce heat, add cream. Cook for another 1 minute, until lightly thickened. Add salt and pepper to taste.
Serve the tagliatelle warm on portioned plates, sprinkle with sauce and garnish with chopped parsley.
