In a large thick-walled saucepan, heat the olive oil, add the onions, celery and green bell peppers, fry, stirring occasionally, until soft. Then add the garlic and cook for about 1 minute more. Put tomatoes, tomato sauce in a saucepan, pour 1/2 cup water, add bacon, parsley, sugar, salt, thyme, black pepper, curry powder and cayenne pepper, bring to a boil. Then reduce heat, cover the pan and simmer for about 30 minutes.
In a separate bowl, mix the remaining water and flour, add this mixture to the saucepan. Bring to a boil again and cook, stirring occasionally, for 1-2 minutes, until thickened. Then put the shrimps in a saucepan and cook, uncovered, for about 5 minutes, until the shrimps are pink.
Serve the dish with rice.
